Energy Efficiency Design Index (EEDI) Regulation

Outlines of the regulation

Amendments to MARPOL Annex VI that make the regulation of Energy Efficiency Design Index (EEDI) and Ship Energy Efficiency Management Plan (SEEMP) mandatory were adopted at the 62nd session of the Marine Environment Protection Committee (MEPC 62) held in July 2011 and entered into force as from 1 January 2013.

EEDI regulation applies to ships of 400 gross tonnage and above, engaged in international voyages (except platforms, drilling rigs and those not propelled by mechanical means such as barges). International Energy Efficiency (IEE) Certificate will be issued for a ship whose compliance with the regulation is verified. The timing of initial survey for IEE Certificate is before being put in service in case of new ships falling into one or more of the categories defined as 1-3 below, and at the first intermediate or renewal survey of the International Air Pollution Prevention (IAPP) Certificate on or after 1 January 2013 in case of an existing ship. Notwithstanding the above, the EEDI regulation only applies to the new ships falling into the ship types* designated by the Convention.

A ship for which the building contract is placed on or after 1 January 2013;

In the absence of a building contract, a ship the keel of which is laid or which is at a similar stage of construction on or after 1 July 2013; or

A ship the delivery of which is on or after 1 July 2015.

*Bulk carrier, Gas carrier, Tanker, Containership, General cargo ship, Refrigerated cargo carrier, Combination carrier, Passenger ship, Ro-ro cargo ship (vehicle carrier), Ro-ro cargo ship, Ro-ro passenger ship and LNG carrier having conventional propulsion, and Cruise passenger ship and LNG carrier having non-conventional propulsion (i.e. diesel-electric propulsion, turbine propulsion, hybrid propulsion systems, etc.)
