CIC Questionnaires for PSC
Concentrated Inspection Campaign (CIC) 2020 Postponed !!!
The COVID-19 crisis has had a considerable effect on the maritime industry, with limited resources to do necessary surveys and inspection, postponement of the renewal of certificates and difficulties for crewmembers to board ships or take leave.
Every year the Paris and the Tokyo MoUs jointly conduct a CIC on a specific aspect on the safety of shipping. In 2020 the CIC would have focused on Stability (in general). A CIC is held from 1 September to 30 November.
In response to the situation with regard to COVID-19, the members States of the Paris MoU, in co-operation with the Tokyo MoU, have decided to postpone the CIC for 2020.
Therefore the schedule for CICs for the coming years will be:
– 2020 NO CIC
– 2021 CIC on Stability (in general)
– 2022 CIC on STCW
– 2023 CIC on Fire Safety

The Member of Authorities of the Tokyo MOU carried-out a concentrated inspection campaign on Emergency Systems and Procedures jointly with the Paris MOU between 1st September 2019 and 30th November 2019. During the CIC, Member Authorities verified vital points of compliance in accordance with Emergency systems and procedures on all types of foreign merchant ships.

Result of Black Sea Mou CIC 2019
From 1st September 2019 to 30th November 2019, the BS MOU carried out a Concentrated Inspection Campaign (CIC) on Emergency Systems and Procedures throughout the region. This campaign involved all member States of the BS MOU to the Emergency Systems and Procedures, and was conducted in conjunction with the Tokyo MOU and Paris MOU and other MOUs. The campaign was conducted under the campaign coordination of the Republic of Turkey. Paris and Tokyo MOUs guidelines and questionnaire were used.
During the campaign, a total of 781 inspections were carried out with the CIC questionnaire involving 781 individual ships. Of this quantity 55 ships were detained without detentions were being within the CIC scope.
A total of 139 questionnaires had at least a non-compliance to any of the requirements, resulting 17.8 per cent of CIC inspections. The overall average per cent of non-conformities was 6.6 which means that “unsatisfactory” answer was given to a question on 6.6 % of occasions.

Result of Paris Mou CIC 2018
The Paris MoU on Port State Control carried out a Concentrated Inspection Campaign (CIC) on MARPOL Annex VI between 1 September and 30 November 2018. During the campaign, the Paris MoU member States focussed on the level of compliance and created awareness with the requirements of MARPOL Annex VI. This report documents the results of the campaign for the Paris MoU Maritime Authorities.
